1) 60th Session of the Commission on Narcotic Drugs Resolution 60/9 adopted in March 2017 on ‘Enhancing the capacity of law enforcement, border control and other relevant agencies to counter illicit drug trafficking through training.’     

Resolution 60/9 adopted at the 60th Session of the Commission on Narcotic Drugs (CND) in March 2017, stresses the quick impact and relevance of law enforcement training and reiterates the importance of strengthening the capacities of law enforcement agencies to respond to drug-related threats.

2) Paris Pact Expert Working Recommendations on Law Enforcement Training in Support to Cross-border Cooperation, Lyon, France 8-9 November  

The Paris Pact Initiative is the only global cooperation mechanism dedicated to combating illicit traffic in opiates originating in Afghanistan, a partnership made up of 58 countries and 23 organizations. The partnership’s efforts to enhance cooperation are enshrined under the four thematic pillars outlined in the Vienna Declaration: (a) strengthening and implementing regional initiatives; (b) detecting and blocking financial flows linked to illicit traffic in opiates; (c) preventing the diversion of precursor chemicals used in illicit opiates manufacturing in Afghanistan; and (d) reducing drug abuse and dependence through a comprehensive approach.

The first pillar of the Vienna Declaration on regional initiatives aims to:

  • strengthen the capacity of the Islamic Republic of Afghanistan and its institutions to combat opiates;
  • provide support to the most affected transit States;
  • facilitate cross-border operations between law enforcement agencies;
  • enhance border management coordination;
  • support the implementation of comprehensive regional programmes to counteract opiate challenges and threats;
  • continue addressing the gap in evidence for action.

    Expert level discussion under the auspices of the Paris Pact framework serves to identify counter narcotics priorities and highlight efforts taking place to combat opiate trafficking along the major routes.

3) Japan, Russian Federation and the United Nations Office on Drugs and Crime, A Partnership in support of "Law Enforcement Capacity Building for West and Central Asia" Brochure, which was prepared for the high-level side event of the 61st Session of the Commission on Narcotic Drugs, March 2018

The Database on Law Enforcement Training for Europe, West and Central Asia was officially launched during a high-level side event at the 61st Session of the Commission on Narcotic Drugs, March 2018.

This operational partnership in support of law enforcement capacity building for West and Central Asia includes the following projects:
Trilateral project
“Improving the capacity of the national police of Afghanistan and of Central Asian countries to tackle drug trafficking” (UNODC, Japan, Russian Federation)

Bilateral Project
“UNODC-Russia Partnership on Counter-Narcotics Training for Central Asia, Afghanistan and Pakistan” (UNODC, Russian Federation)

    4) "Declaration on the Cooperation between Japan, the Russian Federation and the United Nations Office on Drugs and Crime to support counter narcotics efforts of the Islamic Republic of Afghanistan," signed in Vienna on 12 November 2018

    A declaration was signed on 12 November 2018, highlighting Trilateral Cooperation efforts between UNODC, Japan and Russia to support counter narcotics efforts of the Government of Afghanistan. The successful partnership, which is contributing to enhancing the interdiction efforts and regional cooperation, has proven to be among good practices under the principle of common and shared responsibility for addressing and countering the world drug problem. This partnership is contributing to the implementation of Resolution 60/9 adopted at the 60th Session of the Commission on Narcotic Drugs (CND) in March 2017. The Trilateral Cooperation is further expanding with the recent launch of the new project on the establishment of a counter narcotics canine (K9) unit in Afghanistan in October 2018.
